Early Career Framework (ECF) & Appropriate Body (AB)

 

1) Introduction to the Early Career Framework

The Early Career Framework (ECF) is transforming the support and development offer for teachers at the start of their career. From September 2021, all Early Career Teachers (the newly adopted term to describe what has been newly and recently qualified teachers) will be entitled to the following support based on the Early Career Framework:

  • 2 years of new, funded, high-quality training available either as a Full Induction Programme (FIP), Core Induction Programme (CIP) or school-based programme 
  • Funding for 5% time away from the classroom for teachers in their second year
  • A dedicated mentor, with support for these mentors including access to funded high-quality training
  • Funding to cover mentors’ time with the mentee in the second year of teaching
  • Further funding for schools opting for the FIP for mentors to access training from the lead provider

As part of these new arrangements, schools will still need to register with an Appropriate Body. Appropriate Bodies will continue to ensure that Early Career Teachers receive their statutory entitlements and will make the final decision as to whether that teacher has met the Teachers’ Standards. They will also check that an appropriate ECF-based induction is in place.


2) What are the options for delivering the new statutory induction programme?

There are three options available to schools for the delivery of the new statutory induction programme.

Full Induction Programme (FIP)

Schools are encouraged by the Department for Education (DfE) to choose a Full Induction Programme (FIP) approach to induction. This is a free-to-use programme that offers high-quality training for Early Career Teachers and their mentors, delivered by an external provider, to complement the self-study and mentor sessions. This is the easiest option for schools and also allows them to benefit from the highest level of financial investment made by the DfE.

Core Induction Programme (CIP)

Schools opting for the Core Induction Programme (CIP) approach to induction will be able to draw upon the ECF materials developed by lead providers (national organisations commissioned by the Department for Education (DfE) to create the materials). With the CIP, schools will need to self-fund the design and deliver the Early Career Teacher and mentor training themselves. 

Schools who choose to deliver their own induction programmes, whether using DfE accredited materials or the ECF itself, will need to provide information to their Appropriate Body to demonstrate that their programme fulfils statutory requirements. Schools should contact their Appropriate Body in the summer term 2021 for further details of what will be required. This will not be required of schools who use a provider-led programme (Full Induction Programme).

School-based programme

Schools opting to use a school-based programme of induction will receive no support from the Department for Education (DfE) in creating or procuring their own programme, subject/phase-specific coaching and training for mentors in line with the Statutory Guidance.

Schools who choose to deliver their own induction programmes, whether using DfE accredited materials or the ECF itself, will need to provide information to their Appropriate Body to demonstrate that their programme fulfils statutory requirements. Schools should contact their Appropriate Body in the summer term 2021 for further details of what will be required. This will not be required of schools who use a provider-led programme (Full Induction Programme).

Funding

The Early Career Framework programme is free to schools. Details of the funding schools will receive in Year 2 are summarised here

Schools will receive:

  • Per Early Career Teacher: £1,200 (£1,300 for Fringe areas)
  • Per mentor: £900
  • Schools accessing the Full Induction Programme (FIP) will receive an additional £800-900 for mentors to access training from the lead provider

3) National Roll-Out from September 2021: Saffron Teaching School Hub and EDT 

In March 2021, the Department for Education (DfE) commissioned six national lead providers to deliver the Early Career Framework (ECF). Each ECF lead provider has partnered with a number of delivery partners across the country. The DfE expects lead providers to work closely with Teaching School Hubs as delivery partners for their region. 

For National Roll-Out, the Saffron Teaching School Hub will be a delivery partner of Education Development Trust (EDT). 


4) The Full Induction Programme with Saffron Teaching School Hub

From September 2021, the Saffron Teaching School Hub will deliver the Full Induction Programme (FIP) developed by Education Development Trust to all schools opting for the FIP, regardless of phase or type, primarily in the five Essex Local Authority districts of Braintree, Chelmsford, Epping Forest, Harlow and Uttlesford.

Our 2-year programme will be delivered by a team of expert facilitators from our Hub area to ensure that we respond to our local contexts.

The key features of our 2-year programme for Early Career Teachers are:

  • Face-to-face and webinar sessions, exploring effective classroom practice across settings, phases and specialisms 
  • Regional and local training sessions 
  • Regular mentoring sessions with a focus on learning, practising, and reflecting
  • Opportunities for reflection and discussion as well as carefully timed self-study 

Key features of our programme - for mentors:

Excellent mentoring will be key to the success of the ECF initiative. This programme is centred around developing the mentor relationship and includes a focussed learning pathway for mentors.

  • We will work with in-school mentors to learn new mentoring and coaching techniques, enabling them to strengthen essential skills that they can use throughout their careers. 
  • Specialist training and support will ensure each mentor is confident in their knowledge of the Early Career Framework and develops their mentoring skills so that the Early Career Teachers they work with get the very best from the programme. 

Our experience in delivering the Early Career Professional Development Programme

Saffron Teaching School Hub has supported the piloting of the Early Career Framework through engaging with the Early Roll-Out in 2020-21. Our team of experienced facilitators is currently delivering the Early Career Professional Development 1-year 'expansion programme' as a delivery partner with Education Development Trust. This 1-year programme provides support for NQTs whose ITT year has been disrupted by COVID and covers the first year of the 2-year Early Roll-Out programme. The 1-year expansion programme will finish in July and will be superseded by the National Roll-Out for all Early Career Teachers joining schools from September 2021.


5) Register for the Saffron Teaching School Hub programme for 2021-22

To sign up for the Full Induction Programme delivered by the Saffron Teaching School Hub for 2021-22, you will need to register on the Education Development Trust (EDT) website and choose 'Saffron Teaching School Hub' from the Delivery Partner drop-down menu.

6) Register on the Department for Education Online Service

This is a new requirement. Schools will be invited by the Department for Education (DfE) to register on their Online Service portal and to indicate their ECF induction preference (either the FIP or the CIP) before their Early Career Teachers (ECTs) start their statutory induction programme.

The DfE will contact all schools with login details for the Online Service. When you log in, you will be asked to:

  • Confirm your school details and nominate an induction tutor
  • Indicate how many ECTs you may have for 2021-22
  • How you want to run your induction in the 2021-22 academic year - you will be offered a choice of two routes:
    • a programme led by a training provider, funded by the DfE (Full Induction Programme - FIP)
    • a programme led by the school, using accredited materials (Core Induction Programme - CIP)

If you wish to participate in the Full Induction Programme delivered by the Saffron Teaching School Hub, you should choose the first option (Full Induction Programme).

If your school does not expect to have any ECTs in the 2021-22 academic year, you do not need to register with the Online Service. Instead, familiarise yourself with the revised statutory guidance for induction and ensure your school’s policy is up to date for future ECTs

Please note that registration on the DfE Online Service does not mean that you are registered for the Full Induction Programme with the Saffron Teaching School Hub. To register for our programme, you also need to register on the Education Development Trust website - see section 5 above.


7) Register with an Appropriate Body for Early Career Teacher induction

As well as registering on the Department for Education (DfE) Online Service portal and registering for the Saffron Teaching School Hub programme on the Education Development Trust website, schools will still need to register with an Appropriate Body (AB) to quality assure the induction and assessment of their Early Career Teachers. 

Schools should ensure that they are familiar with the following DfE document:

Induction for early career teachers (England): Statutory guidance for appropriate bodies, headteachers, school staff and governing bodies (March 2021) 

This guidance includes:

  • Information on the role of Appropriate Bodies
  • Ways in which Appropriate Bodies can prepare for the changes to statutory induction
  • Example forms to help Appropriate Bodies ensure Early Career Teachers are receiving their statutory entitlements

Where schools choose to follow the Core Induction Programme (CIP), or a School-Based Induction Programme, Appropriate Bodies will have a role in checking that Early Career Teachers are receiving a programme of support and training based on the Early Career Framework. This will not be needed for schools who choose the Full Induction Programme (FIP) route, such as the Saffron Teaching School Hub programme.

Many groups of schools have established relationships with a preferred Appropriate Body. This is a school/Trust level decision; a school/Trust's choice of Appropriate Body does not affect their registration with Saffron Teaching School Hub’s Full Induction Programme.
